Open Question: How come the Tampa Bay Buccaneers have not been doing so well ever since they won the Super Bowl in 2002?

Ever since the Tampa Bay Buccaneers won the Super Bowl in 2002 over the Raiders, they have only made the playoffs just twice, in 2005 and 2007, whats been wrong with them? Why did they miss the playoffs for 3 straight seasons after winning the Super Bowl? Because it's more common for the Super Bowl loser to miss the playoffs the following year than it is for the Super Bowl winner, hence why the Raiders went from winners to losers in just one season. Also the Buccaneers have not won a playoff game since they made it to the Super Bowl and won it in 2002. What are the main reasons? Was it because there was no Competition in the NFC that year when the Buccaneers made the Super Bowl? did they compete with nobody in the NFC South? or is it ownership, general management? have they not gotten enough new players?...
